City CouncilNov. 12

After Election Day, Council returns Nov. 12 with 17 bills eligible for final votes

Corner-store apartments, a self-storage ban, a boat speaker fine and a dozen zoning changes all got first readings Oct. 29. Here is everything on the second-reading calendar, plus the bills that have waited the longest.

Philadelphia votes Tuesday. Two days later, on Thursday, Nov. 12, City Council holds its first session after the election (meeting page). The agenda isn't posted yet, but our records show which bills are already in position for a final vote.

Seventeen bills got first readings at the Oct. 29 session and now sit on the second-reading calendar. In Philadelphia, a bill needs a first reading and then a second reading at a later session before it can pass. That makes each of these eligible Nov. 12, if the Council President calls it.

Citywide changes

  • Apartments in corner-store zoning. Bill 260516, the mayor's CMX-1 proposal introduced on behalf of Council President Kenyatta Johnson, would allow more homes in small commercial buildings (our story).
  • Self-storage. Bill 260703, from Mike Driscoll, defines self-service storage facilities and bars them in certain locations.
  • Adult cabarets. Bill 260695, from Rue Landau, revises the zoning definition.
  • Boat speakers. Bill 260702, Driscoll's limit on amplified sound on city waterways, with a $2,000 fine (our story).

District overlays and business rules

  • Tenth District. Bill 260704, from Brian J. O'Neill, merges the Far Northeast and Northeast overlays into a new Tenth District overlay. It is one of the overlay bills that keep a one-unit limit in his district under the CMX-1 change, as our CMX-1 story explains.
  • Eighth District. Cindy Bass's Bill 260709 restricts more uses in her district's overlay, and her Bill 260710 creates an exception to the overnight business curfew on part of North Broad Street (our story).
  • Southwest Center City. Bill 260690, from Johnson, creates a Southwest Center City Neighborhood Conservation Overlay.
  • Manayunk. Bill 260694, from Curtis Jones Jr., redraws the Main Street/Manayunk and Venice Island overlay and restricts more uses.

Zoning map changes

  • Anthony Phillips: 260686 (Wyncote, Ogontz and 68th avenues) and 260687 (65th Avenue to Chelten, 3rd to 5th streets).
  • Bass: 260711 (Roberts and Germantown avenues to Wayne Avenue).
  • Johnson: 260759 (Wharton to Reed, 28th to Newkirk) and 260760 (Wharton to Reed, Broad to Carlisle).
  • Jones: 260796 (Lancaster Avenue to Malvern Avenue, 62nd to 63rd).
  • Mark Squilla: 260800 (Lehigh and Aramingo avenues).
  • Jamie Gauthier: 260795, an amendment to the University of Pennsylvania master plan for the David Rittenhouse Laboratory at 3200 Walnut St.

Resolutions on the final-passage calendar

These were introduced Oct. 29 and can be adopted Nov. 12: Nina Ahmad's Academy of Natural Sciences task force (260944), Nicolas O'Rourke's Family Care Act resolution (260941), Land Bank sales from Johnson (260938) and Bass (260942), and a street naming from Quetcy Lozada (260939).

Still waiting

By Nov. 12, Gauthier's incineration ban, Bill 250768, will have been eligible for a vote for 357 days, and Squilla's parkland bill, Bill 250807, for 336 days. Neither was called Oct. 29 (our recap).
